Vision
As part of the ongoing endeavors to chair and host the Conference of the United Nations Parties on Climate Change (COP27) and achieve sustainable development in alignment with Egypt's Vision 2030 through focusing on safeguarding the environment to enhance quality of life and uphold the rights of future generations and preparing to implement the National Climate Change Strategy 2050, the National Initiative for Smart Green Projects was established to cover all the Egyptian governorates as a pioneering initiative in the field of sustainable and smart development. It aims at emphasizing the environmental aspect in any project and its effect on climate change. This can be achieved through developing a holistic national roadmap for smart green projects that would attract the required investments.
Goals
- Introducing an unprecedented global initiative focusing on implementing strategies on the ground.
- Achieving Egypt’s vision to face climate change and the environmental challenges through real projects.
- Emphasizing the importance of considering the environmental aspect and climate change to achieve sustainable development goals and realize digital transformation through supporting projects that seek the same objectives.
- Developing a national plan that connects smart green projects with investors to secure local and international investments.
- Maximizing the role of information and communication technology within the framework of Egypt’s digital transformation strategy.
- Empowering geographically and socially diversified communities from all the Egyptian governorates.
- Raising community awareness regarding climate change challenges and how through modern technologies we can face these challenges.
- Get all societal segments involved to find the best solutions for the current climate change and environmental challenges.
- Empowering women to be capable of addressing climate change and environmental challenges.
The initiative targets smart green projects that fall into the following categories. Projects are evaluated on category level, to ensure equal opportunities for all participants.
The First Category
Large Projects Category
This category includes projects with an annual turnover that exceeds EGP 200 million, or any newly-established industrial project with paid-up or investment capital exceeding EGP 15 million, or any newly-established non-industrial project with paid-up or investment capital exceeding EGP 5 million. (Law No. 152, 2020 promulgating the Medium, Small, and Micro Enterprises Development Law).
The Second Category
Medium Projects Category
This category includes projects whose annual turnover ranges from EGP 50-200 million, or any newly-established industrial project whose paid-up or investment capital ranges from EGP 5-15 million, or any newly-established non-industrial project whose paid-up or investment capital ranges from EGP 3-5 million. (Law No. 152, 2020 promulgating the Medium, Small, and Micro Enterprises Development Law).
The Third Category
Small Local Projects Category
This category includes projects whose annual turnover ranges from EGP 1-50 million, or any newly-established industrial project with paid-up or investment capital ranging from EGP 50,000 to EGP 5 million, or newly-established non-industrial projects with paid-up or investment capital ranging from EGP 50,000 to EGP 3 million . (Law No. 152, 2020 promulgating the Medium, Small, and Micro Enterprises Development Law).
The Fourth Category
Startups Category
As per the law, these are referred to as entrepreneurship projects or newly established ventures that have been actively engaged in production for less than 7 years and exhibit a degree of novelty or innovation, subject to the criteria established by the initiative's Board of Directors. This category also includes projects whose establishment has not exceeded two years. (Law No. 152, 2020 promulgating the Medium, Small, and Micro Enterprises Development Law).
The Fifth Category
Women, Climate Change, and Sustainability Category
This category is dedicated to women-owned companies that introduce innovative contributions and offer effective solutions enhancing green and smart environments. In addition, it includes community initiatives and programs that are launched by Women-led businesses or businesses supporting women.
The Sixth Category
Non-Profit Community Initiatives and Engagements Category
The Non-Profit Organizations and Individuals who establish ongoing and lasting relationships to apply the holistic vision seeking the public good.
The issuance law established the initiative’s organizing framework including the formation of national committees from the concerned entities

Executive Committee
An executive committee is formed in every governorate, headed by the governor. This committee is responsible for raising awareness of the initiative and related training programs, studying projects that applied through the initiative’s electronic platform in accordance with the criteria, selecting qualified projects, and presenting them to the national committee to compete

Arbitration Committee
The committee is entitled to select the winning projects that comply with the set criteria, choosing three projects from each category, to have a total of 18 projects nationwide. The winning projects will be presented during the COP28 Summit in the United Arab Emirates in November 2023
