The Coordination Committee of the National Initiative for Smart Green Projects held a meeting headed by Dr. Mahmoud Mohieldin, climate pioneer for the Egyptian presidency of the Conference of the Parties to the United Nations Convention on Climate Change and head of the initiative’s national arbitration committee - via video conference - to follow up on developments in the first phase of the process of evaluating projects participating in the second round of the initiative. The meeting was attended by Ambassador Hisham Badr, Assistant Minister of Planning and Economic Development for Strategic Partnerships, Excellence and Initiatives, and the General Coordinator of the Initiative, Eng. Khaled Mustafa, Permanent Undersecretary of the Ministry of Planning, Dr. Hisham Al-Helbawy, Assistant Minister of Local Development, and representatives of the Ministries of Communications and Information Technology, the Environment, the National Council for Women, and the initiative’s work team.
At the beginning of the meeting, Dr. confirmed. Mahmoud Mohieldin: The importance of creating multiple international partnerships in order to sustain the success achieved by the initiative in its first session, and providing all means of support to the winners of the initiative and building their capabilities in preparation for representing Egypt at the international level at the COP 28 conference in the Emirates next November, praising the efforts made by the initiative’s work team in the session. Previous and current sessions, stressing the importance of disseminating the experiences gained in the two sessions at the regional and international levels.
For his part, Ambassador Hisham Badr announced that the second phase of the evaluation of the technical committees, in cooperation with development partners from local and national authorities, for the participating projects is scheduled to begin next October. After that, the evaluation phase of the National Committee will begin, which ends with the selection of 3 projects in each category of the initiative. The six projects, bringing the total number of selected projects that meet all conditions and standards to 18 projects, will be honored at a national conference to be held next November in the presence of the Prime Minister, in preparation for participation in the COP 28 conference in the Emirates.
Regarding the most important indicators of the first phase of project evaluation, Ambassador Hisham Badr said that the number of projects participating in the second cycle of the initiative reached about 5,700 projects, praising the participation of universities and academics in this cycle, explaining that this large number of projects provides the evaluation committees with a number of options for comparison. Among the advanced projects, ensuring access to the best projects in each category.
The Assistant Minister of Planning and Economic Development for Strategic Partnerships, Excellence and Initiatives and the General Coordinator of the Initiative noted: The evaluation process in the current cycle adopted new steps, including giving project proponents the opportunity to present and explain their projects before the evaluation committees, which confirms the achievement of transparency and familiarity with all aspects of the project so that the evaluation is carried out on a sound basis. Detailed reports of the work of the evaluation committees were also provided, which is what It contributes to facilitating the evaluation process and increasing its accuracy and ease of review, in a way that supports the principles of transparency and decentralization and is in line with the state’s directions within the framework of achieving the goals of Vision 2030.
The General Coordinator of the National Initiative for Smart Green Projects also reviewed the efforts of the initiative’s work team and the timetable for the evaluation process, stressing that coordination had been made with a number of the initiative’s partners and working to form regional and international relations in order to expand the scope of the initiative, noting the team’s keenness to coordinate with the Emirati side in preparation. To share the winning projects in the COP 28 climate conference, in continuation of the successes achieved by the initiative during its participation in the COP27 conference, which Egypt hosted last year in Sharm El-Sheikh.
At the conclusion of the meeting, representatives of the Ministries of Communications and Information Technology, Environment, International Cooperation, and the National Council for Women affirmed their institutions’ keenness to provide all means of support during the evaluation process for the second cycle of the initiative.
